Engineering Files: All vendors will be required to submit a package of engineering files along with proper instructions on obtaining parts, servicing parts, and replacing parts that it supplies to the BorderTransportationSystem.   This can be in the form of a User's Manual, or Technical Manual.  If there are engineering calculations, notebook, and other material that is exclusive to the item being designed specifically for the BorderTransportationSystem, then this material shall be stored at the facility that is selected for storing the system's documents.  Proprietary engineering files shall be labeled as such and only those permitted to view these will be allowed to access each via a secure access system.
