Flood Areas The BorderTransportationSystem will be crossing rivers and streams, bypassing lakes, and crossing or paralleling the Rio Grande River.  During certain times of the year, mostly in June, July, and August, the American Southwest has Monsoon rains that may dump inches of water on an area in less than an hour.  This can lead to flooding and ponding, which can lead to track undermining, insect larva growth, and accumulation of garbage.
