People Crossing Prevention
The entire design of the BorderTransportationSystem is dedicated to keeping people from crossing from one side to the other on foot, by tunneling, and by low-level flying. First it will be extremely dangerous to cross a High-Speed Rail system where trains can be coming at you at 140 to 250 MPH. Second, even if a person makes it across the lower track level, he or she then has to climb a steep concave 'T' tower and cross the Mag Lev system, and climb down a steep concave tower, only to have to cross more High-Speed rail. Now if a person wants to commit suicide, there is little to prevent it, but monitoring cameras and other sensors should give authorities some heads-up indication of someone on the tracks, and thus allow for a system shut-down while the person is apprehended.
At most railroad stations the tracks are wide open to the public, and there have been accidents where people and even baby carriages have fallen onto the tracks in front of oncoming trains. There are also those that deliberate jump on the tracks to commit suicide or just for fun, and there are those that push people onto the tracks in an act of homicide. If the rail system is designed to use the BorderTransportationSystem then there can be 'standards' as to railcar entry and exit doors, and thus matching standards for automatic gates to those doors, much like what is done in amusement parks for many of the rides. This adds extra cost, but also adds a considerable amount of safety, and if it prevents one accidental death may be worth the cost. Additionally, a death on the station tracks will shut down the system, and that can cost into the tens of thousands due to the delays.
