State by State Regulations Each freight unit on the BorderTransportationSystem must meet or exceed the regulator requirements of the states of California, Arizona, New Mexico, and Texas.  Most of the existing state laws are to prevent vehicle / railroad accidents at crossings, and since the BorderTransportationSystem will not have any crossing on the main route these shall / may not apply.  But, when the system connects to local and other rail lines, there maybe a segment of rail that crosses streets, streams, roads, etc., and therefore the local and state laws must be researched and complied to as needed.
