Maintenance Considerations:

Like all complex systems there will be a need for constant preventative maintenance and also for unscheduled emergency maintenance. The BorderTransportationSystem is designed to be self monitoring and thus self reporting, if and when an emergency repair is needed.

The individual companies that are involved in the system are to be held responsible for routine maintenance and for any emergency repairs. Thus, each needs to be sure to build into their contracted jobs some pricing for the future, which in this instance is tens of dozens of years of use.  There shall be a MTBF {Mean Time Between Failure} estimate for all mission critical materials and assemblies, sub-assemblies, and individual parts on file with the BorderTransportationSystem system maintenance facility personnel.

Contracts should state the terms of the maintenance contract, the duties of each party, and who is responsible for the cost and the warranting of the materials and labor utilized. Contracts must also include contingency for failure to perform, company bankruptcies, company mergers, and company closings so that the system is protected.

A Surety Bond equal to 40% of the value of the company's participation in the system is mandatory.  States with strong building and Contractor Codes usually require a Surety Bond, New Mexico is one such state.
