Luggage Storage
If people are using the Auto-Train then luggage storage would be in their vehicle, with only a small hand-carry needed for the duration of the ride. If people are using the High-Speed Rail units, then they are to be limited to two pieces of luggage sized as normally sized for airline transport. There will be limited on-board storage, which will cut the number of seats each individual railcar can accommodate.
Airline overhead and under-seat storage may be a partial solution, or under-carriage bus type storage may be used. The problem with luggage on a High-speed through to destination train is the loading and unloading of luggage at each station. An alternate to this is to have certain rolling stock being NON-Stop at set-times of the day. These would would be more like an express than a local transport. Example, from Brownsville to San Diego the system can have one or two non-stop dailies.
Strict rules of what can be transported in one's luggage will apply, and TSA airport type security will prevail.
