Border Crossing Cost
At present there are few fees for crossing back and forth into Mexico from the U.S.A. by foot, car, or private vehicles, but that is slowly changing and as the border becomes restricted, the fees will be added or increased.
"As of Wednesday {August 20, 2015}, foreign pedestrians crossing into Mexico between San Diego and Tijuana are required to present a passport, fill out paperwork and, if they are staying for longer than one week, pay a 330-peso fee (about $20)" REF: npr.org
"A SANDAG {San Diego Assn. of Governments} study last year of the project's economic viability projected a median toll of $2.35 for passenger vehicles and $15.45 for commercial vehicles. The opening date hinges on many factors, but planners are hoping to see the project underway by 2018." REF: latimes.com
There may be fees for bringing in a vehicle or a bicycle, and for various paperwork, including length of stay, and insurances. There are also passport and border crossing card fees, and naturally there are border toll fees for commercial vehicles.
The BorderTransportationSystem being funded by private enterprise will have fees and tolls that are based on a ROI {Return on Investment} to those investors and builders that are supplying the materials and the labor to build the system.
